The correspondence discusses the facilitation of an agreement between Prime Ministers Liaquat Ali Kahn of Pakistan and Jawaharlal Nehru of India for a ceasefire in the disputed region of Kashmir and the possibility of conducting an independently monitored plebiscite to supersede the decision of the Maharaja of Kashmir to join India.
