Administrative / biographical background:

The Committee was appointed in April 1944 under the chairmanship of Sir Kenneth Swan KC. Its terms of reference were 'to consider and report whether any, and if so what, changes are desirable to the Patents and Designs Acts, and in the practice of the Patent Office and the Courts in relation to matters arising therefrom'.

Two interim reports were published: the first in April 1945 (Cmd 6618) and the second in September 1946 (Cmd 6789). Section 1 of the Patents and Designs Act 1946 was enacted to give effect to the recommendations contained in the first interim report.

The report of the Committee was published in September 1947 (Cmd 7206).
