Administrative / biographical background:

Aviation Safety and General Division (ASGD) was a component of the Ministry of Aviation and was created in 1959. Civil aviation became the responsibility of the Board of Trade in 1966 and the Division continued as an administrative body until 1968. After this date, the file series was continued by the Directorate General of Safety and Operations.

The LR prefix was created and used by the ASG 1 Branch of the ASGD. This branch was responsible for the preparation of ministerial briefs and the provision of information for answering parliamentary questions on air safety matters.
