The bulk of the papers in this series consist of enquiries and reports employed by various departments in distributing information to neutral and allied countries during the First World War.
Many were collected by Sir Robert Donald, then editor of the Daily Chronicle, as part of a survey which led ultimately to the formation of the Ministry of Information in 1918. Further papers were added during research into the subject as part of preparations for information services for the Second World War and an official history of the Ministry of Information.
