Folios 21-22. Letter from Richard Stone, Auditor for the Staffordshire and Derbyshire Audit District, of The Wardwick, Derby, regarding alleged arrears of the borough rate for Newcastle under Lyme parish. Stone gives details of how the situation arose and accuses the council of an 'unusual, inconvenient and in my opinion illegal course adopted by the Town Council of Newcastle under Lyme in the collection of the borough rate...'. He goes on to describe an order for the collection of borough rate made in December 1856 or January 1857. It was for the year ending Lady day 1858 to be paid in four equal instalments at the end of April, July, October 1857 and January 1858. They served the order for payment on the overseers for the year ending Lady day 1857 who will be out of office before the first instalment is due.
