Folio 18. Draft letter from the Poor Law Board to Charles Hart, Secretary of the Liverpool Select Vestry. The Board observe from a note appended to the return made to the Registrar General by the Registrar of Births and Deaths for the St Thomas and the Islington Divisions, that smallpox was fatally prevalent in the districts during the quarter ended 31 December 1850. In the St Thomas district it appears that ten persons died of that disease and that three had not been vaccinated. The Board in their letter of the 6 November 1850 called the attention of the Select Vestry to this subject. They regret this situation and refer to the subject again in order that the Select Vestry may devote their attention to the promotion of vaccination. It is most important on the grounds of humanity and economy that effective steps to halt the ravages of smallpox which is causing so much suffering and entails such heavy expense upon the rate payers.
