Folio 27. Letter from Thomas Day, Clerk to the Guardians of Bromsgrove Poor Law Union, to the Poor Law Commission. At a meeting of the guardians held on 8 February 1841 he laid before them a duplicate of a return he had transmitted to the Commission on 3 February drawing the guardians' attention to the opinion of the master of the workhouse that the best mode of punishing an offender in the workhouse would be to deprive him of a meal. On the motion of Lord Lyttelton, seconded by Mr Wright [Joseph Wright], ut was resolved that in no case shall a refractory or disorderly pauper be deprived of a meal.
