Administrative / biographical background:

Section 41 of the Education Act 1944 places a duty on local education authorities to secure the provision for their area of adequate facilities for further education. Under section 41(4), these authorities are required to have regard to any facilities for further education provided by other bodies, including voluntary organisations.

Independent institutions offering further education of one kind or another frequently seek official recognition because of the prestige and publicity value of such approval, and are then visited and reported on by HM Inspectorate. Many have been unable to satisfy the conditions for recognition laid down in Rules 16. These were first issued in 1927 and regularly updated: the standards they demanded were comparable to those required in grant-aided institutions in respect of teaching staff, premises, number of students etc.
